CONSERVATIVE INDEX TRIVIA

A perusal of the latest "Conservative Index" of the 103rd
	
Congress shows Representative Philip Crane (R-IL) to be the 
	
top cumulative conservative leader in the House with a 96
	
percent rating.  The top 109 conservatives in the House were
	
all Republicans.

The top Democrat was Representative 
Gene Taylor of Mississippi
with a 71 percent cumulative rating.  
Three other Democrats
	earned scores of 50 percent or higher, 
while Lucille Roybal-
	Allard (D-CA) earned the only "zero" 
cumulative score in the
House.  The lowest scoring House 
Republican was Constance
Morella of Maryland, with a 23 
percent cumulative rating.

In the Senate, Jesse Helms (R-NC) 
was the leading conservative
with a 97 percent cumulative rating.  
Three other Republicans
earned a 90 percent or higher cumulative 
score, and the top
38 senators were all Republicans.

	
Richard Shelby of Alabama earned the top Democratic
	
cumulative score with 43 percent, outranking six Republicans.
	
The most liberal Republican senator James Jeffords of Vermont,
	
who earned 14 percent.  The most liberal Democrat was freshman
	
Patty Murray of Washington, who earned the only "zero" score
	
in the Senate.

	
SANDERISTA INDEX

Independent Representative Bernie Sanders of Vermont continues
	
to present a useful comparison by which to judge the rest of
	
the House of Representatives.  As a self-described socialist
	
who considers himself too far to the left to belong to either
	
the Republican or Democratic Party, Sanders' 16 percent
	
cumulative score would assumedly be among the lowest in
	
Congress.  In reality, however, 166 representatives - all
	
Democrats - earned cumulative scores lower than Sanders
	
during the 103rd Congress.
